Vmail (Victory Mail) was used in WW11 from service men stationed in Europe of the Pacific theater.  Jim was stationed in the Pacific. All mail was censored during WW11 (see censor stamp in upper left corner).  Jim's wife, Opal, states that she received some letters where half of the writing was blacked out.  The government didn't want anything to get out.
